Private appointments can be seen by other users

How can we prevent other users from seeing Private appointments. Some users
on our Exchnage using Outlook2003 can see other users appointmnets -
eventhough thay are marked as Private.

Also, When I schedule appointments with others, I can see a description of
other users time whenever I put my mouse over their time which is shaded on
the calendar.
