The "Accounts" item is not under the Tools menu. It
appears on other machines. Why would it be missing?

Nothing is wrong. You're using different mail support modes of Outlook.
Corp/Workgroup uses Services. IMO uses Accounts. For information on choosing
a mail support mode or changing to the other mail support mode, look here:

If Services appears instead, then you have installed Outlook with the
Corporate or Workgroup mode. Depending on the year, you can either switch
modes using control panel (98) or reconfigure mail support (2000).

When posting an Outlook problem, please give the version year and mode. (See
Help->About, second line in Outlook 98 or 2000 for the mode, Internet Mail
Only or Corporate or Workgroup.) Post all questions/replies to the
newsgroups, unsolicited mail is deleted without reading.
