Missing horizontal scroll bars in Outlook e-mail

I am not able to get horizontal scroll bars in my e-mail. I frequently use a
split screen to alternate between mail or between a genealogy program. It is
annoying to have to switch back and forth. I had both scroll bars in Outlook
Express, but in OUtlook, all I have is a vertical scroll bar. This happens
all the time with plain text and Html.
