How do I create a Ready to Send msg for my boss in Outlook 07?

I need to regularly prepare e-mails of various topics for my boss to send
out. How do I create a message and get it ready for him to send? I have used
this feature in previous versions of Outlook but the "Send" button is not
active when using those methods with Outlook 2007.

Have you boss drag it from the message to the drafts folder to enable the
Send button.
