Cannot open .Z compressed file as attachment from Outlook 2003

If a message is received in Outlook 2003 with an attachment that is a
Unix compressed file such as 'test.xls.Z' then Outlook removes all but
the last '.' from the filename when you double-click on the attachment.
This means that WinZip attempts to decompress 'test xls.Z' and so does
not recognise the file type to be extracted. If you save the attechment
to the hard disk and double-click in Explorer, the file name is not
changed and it is OK.

This scenario does not occur in previous versions of Outlook. My
company wishes to retain the previous behaviour and does not wish to
force staff to save the attchment to the hard disk first.

My questions are:
1) Why does Outlook 2003 do this
2) What can we do to stop it.

P.S. The same behaviour occurs if .Z is associated with other programs
such as QuickZip etc.
