To do this open any contact and click the little down arrow at the very top
of the window.
Then choose "More Commands..."
Click "All Commands" from the "Choose commands from:" drop-down selection
Scroll all the way down to "New Journal Entry for Contact" and click the
"Add>>" button.
Click OK.
Now it will be in your Quick Access Bar on any contact that you open.

I have a similar but different problem. I've been using Journal as a phone
log & I get a lot of calls (I'm a Volunteer Manager) from people NOT in my
contacts. I used to be able to just put their names in the contact field (&
not saving it in my contacts) & I can't do that anymore. I don't think your
solution would work in my case. What can I do, or, if you don't think Journal
is the right tool to use as a phone log, can you suggest what I can use
instead?

The using journal is the best way to do what you need to do inside outlook.
