A friend of mine has Outlook Express as his email program
and would like to transfer everything to Outlook and use
it from now on. How does he accomplish this?

Outlook's Import Wizard will import messages and addresses directly from OE.
File > Import and Export > Internet Mail and Addresses.
File > Import and Export > Internet Mail and Addresses.
