Meeting Requests > Intranet to Outlook?

I want to send an Outlook 2000 user a meeting request from an IIS Server in
an intranet scenario.

I've figure out how to send an calendar (.ics) attachment, or allow them to
download one from the web site, but I'd really like to send an e-mail
request that looks like it was sent between Outlook users.

Can I embed the iCal info into the body of the e-mail so it doesn't have to
be opened as an attachment?

Anybody have an example e-mail or point me to the appropriate documentation
to make this happen?

Not sure if it was added in OL2000 (it may have been OL2002) but there's an
option for that here: Tools menu > Options > Calendar

I suspect I'm not making the question clear (or I'm missing something). I
don't want it to automatically add the item to my calendar.

Concept:
If another Outlook user sends me a meeting invitation, it's not an e-mail
with an attachment. Outlook knows it's a meeting invitation and
automatically opens the form to respond to the meeting invitation. The icon
in Outlook is two people in front of an envelope. I want to simulate this
process, except the message is being created from an IIS server on a
corporate intranet rather than sourced from Outlook itself.

When it's sent as an attachment (ics) you have to open the e-mail, then open
the attachment to see the same box. Outlook sees this as an e-mail plus an
attachment, so users have an extra step before they see the invitation. (I
have the ICS process working at this point.)

I am assuming if I know the format of the invitation Outlook sends between
Outlook clients I should be able write the proper header info so Outlook
knows it's an invitation rather than e-mail.
