Error logged on SCOM Root management server

Hi,
My root management server is disabled if i look at the management servers
list in operations consoles on SCOM server.
The following
The Management Group 'managementgroup name" has no configured parents and
most monitoring tasks cannot be performed. This can happen if a management
group in Active Directory does not have any server SCPs or if the agent does
not have access to any server SCPs.

What does this error mean? we are not able to install agents on any servers.
while installing the agent manually we have to provide the management group
and management server name. is this management server name the RMS server
name?

Any help is appreciated..
