Event 4506 Occuring Every Hour on Print Server

There are a huge number of event 4506, "Data was dropped due to too much
outstanding data in rule..." on my print server. It happens consistently at
the same time, every hour! I have uninstalled/reinstalled the agent, which
didn't help.

The Send Queue perf counter sometimes reaches 1448746 bytes!
I have no idea what to do.
Any suggestions?
