The Get-Agent cmdlet reports a LastModified value, but I think this is
related to the HealthService.
Once you're able to determine when the agent last checked in, then you have
the Uninstall-Agent cmdlet that can be removed to remove an agent.
I've never tried this.
Give me a few days to try to find that link to some SQL code to get the
agent status in a helpful manner.

available, but I am looking for a way to remove agents that have been removed
from the network and now show up in the console as not monitored. Many
