I am posting this one to the global_loc and asking our loc quys to take a
peak at this.

The language packs are directly tied to the management packs. Meaning that
all the display strings in the lanaguage packs will be localized to support
the language that the admin console is running on. So regardles of the
language that the server is running, the content that you see in your admin
UI will be in the same language that the client UI is running.

Make Sense?
