System rules unloading on 2ndary Management Server

Hi all,
I have been having major issues with my 2nday MS. About 3 days ago it
started to unload the System Rules spontaneously (about 450 of them). This
meant no alerting was occurring, (and I presume monitoring stopped as well)
for hours at a time.
To circumvent the problem, I made the RMS the management server for all the
agents.
The 2ndary MS is still complaining and unloading the sytem rules every hour
or so with Event Vwr showing Event ID: 20026.

The health service {5314D6FC-230A-1EA4-AFA6-51A1F1069924} running on host
myserver.ad.com and serving management group MY-INFRA with id
{A14EF930-B118-69AB-E6B0-2F2EDCCEC702} is not healthy. Some system rules
failed to load.

Does anyone know why this is happening and what fix can be applied?
Should I re-install SCOM on the 2ndary MS?

There is an event (I believe 1102) which should carry an info about what
workflow failed to load.

I have almost identical symptoms but this is on a newly installed Management Server, SCOM 2007 R2 CU3 did you find the answer to your issue?
