Did you change the follow links depth? Depending on how many links you have
and how deep you are asking the feature to go, it might take a long time to
run.

sorry but that doesn't help. I'm still not able to switch to the next screen
of the wizard after 'Enter and Test Web Address'. Where should I trim the
'follow links depth'? There's no parameter available in the wizard.

Assuming you have access from the RMS to those sites, and the task is being
launche there. Could you check if you need to go through a proxy server to
get to the site you are trying to monitor? If you do, you might need to
configure the winhttp proxy on the RMS for the task to work.

More worrying is that during this time while it is (unsucessfully) testing the connection, it actually causes the remote website to temporarily 'go down', the effect is similar to a DoS attack.
I can confirm this by using monitoring software on a different machine.
