Windows Service Monitor - Service Doesn't show in list

I am using SCOM R2.

I am trying to create a Windows Service monitor to monitor the IAS service
(RADIUS). When I use the Monitoring Wizard I get stuck in the Service Details
section because when I browse out to locate the service it doesn't show up in
the list. I have verified a thousand times that the service is there in
Computer Management/Services but it doesn't show in the Monitor Wizard.

1) Why doesn't it show up in the "Select Service" list?
2) I've seen this happen with other services too - why?
3) Why isn't there a MP for IAS and when will there be?

Probably the machine you are making the monitor doesnt have the service, but
you can write down the name of the service on the monitor wizard, or select
the server that has the service and then you will se the service there.
