Hi Judy,

Yes, there is a powertoy at
http://blogs.msdn.com/johnguin/archive/2007/12/13/template-manager-powertoy-for-onenote-2007.aspx which can do this.

This addin uses a separate storage system from OneNote to store its
templates, though. You will probably need to recreate the template you want
to use using this addin.

I've passed that on to the team working on this ON project - we're doing a
Case Study on using ON as a training tool for Microsoft in a Govt Department
in Canberra, Australia.
