They find significant unmet demand for electricity connections, and that private contractors leave many consumers unconnected. Depending on the block, as many as 90% or as few of 10% of households may actually have working connections. This suggests that roughly 33% of the population may remain disconnected from the grid even though the state of Jharkhand declared meeting the goal of 100% household electrification. After this the JBVNL Jharkhand bill will be received on WhatsApp itself. For this, the consumers will have to send the consumer number, kWh-meter reading and the meter's serial number. After reading the electricity meter, the JBVNL bijli bill will be sent to the consumer's WhatsApp number. Now, consumers will be able to make online or offline JBVNL Bill Payment.

This model looked surprisingly similar to another very different and more famous case: Gujarat. Both emphasised improved utility governance, technical solutions, and winning over employee unions. Both rejected outright privatisation and sought to minimise citizen participation in their electricity regulatory process. Together, these cases suggest that public sector reforms may offer a pragmatic alternative to controversial electricity liberalisation.

Today, the Trinamool regime looks dominant, its CPI(M) rival a spent force and the BJP still playing catch-up. Will the administration therefore decide to take a long-term view and end interference in the power sector? If consolidating electoral strength remains the key concern, as it seems presently, they will continue to reward new voters with cheap electricity and turn a blind eye to power theft.
