I used one note this morning at a meeting. I closed it after the meeting at
my office to work from the notes. I left it for a an hour and when I came
bach i have the erroe message: "One note coukld not open the location you
specified. Make sure you have permission to open or save filed is this
location." One note is installed and the data saved on my tablet PC. Access
should not be an issue.

Have you tried rebooting?

Try rebooting the PC (always a good idea when troubleshooting anything).
Try navigating to the OneNote "My Notebook" folder (found by default in
C:\Documents and Settings\{yourname}\My Documents\My Notebook) and see if
the section in question is present.

If it is, check its file size and "last updated" date.

If the file exists, try reopening OneNote. If you get the error again,
verify that the path above is set as you default "My Notebook" path under
Tools | Options | Open and Save.

If you continue to have a problem, you may have to restore a previous
version of the file. Use File | Open Backup for this.

Let us know if you ahve any further questions.
