Once I've added something on to a one note page and then delete it, its not
always possible to delete the blank space.

Not a big problem in one note, until you come to print and then you get
blank pages which is not good for the planet !!

Ive tried using the Insert Extra Writing Space in reverse, which sometimes
works but not consistently.

Im using OneNote 2007 in XP environment

Could it be that we talk about remaining CRs (carriage return as we
called it in the last century) ?

Place the cursor at the BOTTOM of the empty space, then on the Insert menu, select "Extra Writing Space", THEN drag the separator line UP.

In addition to all the excellent recommendations from others, let me
suggest a tool that will help you save even more trees. It's called
FinePrint and can be found at www.fineprint.com. You can take two
pages of printout and put them on one page, or you can eliminate pages
that you don't want once the print job goes into FinePrint -- stuff
like those odd Web page printouts that put two extra lines or
something on a separate page, which you can just delete. You can also
combine print jobs together, which is very handy when you're using the
two-pages-on-one-sheet capability. Anyway, it's worth checking out.
