One question is this though... with the Screen Capture utility, I use it for
reviewing projects with development team and users, and the easiest thing is
to capture a section of the screen, then using a table jot a note onto the
picture. Works great until you want to move the picture, or type more before
the picture - it moves, but the handwriting does not. Is there a way to
"group" them?
I find that the handwritten notes are hard to move if they are over other
objects, so it is quite clumsy.

This should work. It's simple to do but not obvious.
Assume you have a note container with some text plus an image.
1. Click on the note container to select it. It should be outlined in
a dashed line
2. Hold down the Control key
3. Keeping the Control key depressed drag diagonally across the image.
If you miss part of the image in the drag it won't be selected. If
it's selected successfully it will be outlined in a dashed grey line.
4. Release the Control key
5. Move the mouse over either the image or the note container. A four
headed cursor appears
6. Drag the image and note container together to the desired new
position

A couple of things...
1. you could screen clip and paste it on a new page--I do this sometimes
2. you could lasso tool (by far the best, as it is very sensitive and
very specific)
3. CTRL-A, then, while holding CTRL, hit the stuff you don't want selected.

What would be nice is what I have on graphic programs. Select all, unselect
a few, group. Now I could start inking or inserting on top without making a
mess.

Oh, I see what you are saying, now. Ya, if you have lots of stuff that
is all interconnected, the lasso tool will be quite a challenge as well.
Here is a little workaround...
Go to the end of your document, and insert some space using the insert
space tool. Now, paste the items that you wish to paste. Upon doing
this, select it and drag it to the location that you want it to reside.
It shouldn't distort or display any of your inking.
Another thing you can do is to get a good mockup, then, screencapture it
and paste it. Then, those items that you have inked are "set in stone".

I wholeheartedly second that motion! Grouping is a very basic operation that
should be a TOP priority for the next release. I can't tell you how many
times I've been infuriated by pasting something on a page, only to see my
handwritten figures explode into a jumble of misplaced fragments. Another
option would to add layers that are insulated from one another.
While you're at it, please also give us the ability to crop pasted images!

Although I can not see which posting you are referring too (no longer
shownavailblein the MS Newsgroup server), I'm with you as far as
grouping/anchoring is concerned.
IMHO the most important shortcoming of the current version.

A feature for "cropping" would belong into the category "nice to have",
but it's not an important issue IMHO.
It's easy enough to do that prior to pasting as well as thereafter.
Any graphics applications can be used for that. Although having
PhotoShop et. al., my favorite in so far is the fantastic freeware tool
IrfanView[1]
- copy to the clipboard, Ctrl+C;
- open IrfanView (if not yet open, I almost have it open minimized);
- paste the image, Ctrl+V / Shift+Ins ;
- mark the wanted area;
- crop selection - Ctrl+Y;
- possibly resize the image - Ctrl+R
- copy to the clipboard, Ctrl+C
- change to ON and paste the image.
