How do I add special characters in One Note? Specifically, I'm
looking for Spanish accents and punctuation such as the upside-down
question mark.

There are a few different ways. One way is to start the character mapper
(start | run | charmap) and browse through the font. Copy the symbol you
want.

While you are in charmap, you will see a hexadecimal number for each
character. For instance, the inverted question mark has "00BF." If you
convert that to decimal ( 0191 in this case ) you can hold down the ALT key
while typing that 4 digit number on your keypad. That will add the ¿.

You could also copy the symbol then set up autocorrect to convert some
unique combination to that symbol. Maybe convert ??? to ¿ or something you
can remember.

Lastly, you could add a Spanish keyboard to your system. This requires a
lot more setup than I could explain here. Try starting here:
