Also, when clipping a rectangle from a web page, I often capture bits of
"other things" that I don't want to retain in the image. After making the
clip, is there a way to erase the extra bits from it? An eraser tool seems
logical, but I can't find one.

Although I, too, am new to OneNote, let me take a stab at your
questions. (I'm using OneNote 2010 Beta, but I don't think it matters
for your questions.)
The highlight feature works like Word, if you are familiar with it.
Did you select the color you want, using the drop-down arrown at the
right-hand side. Perhaps, you have "no color" selected. If it is not
as simple as this, you'll likely need to "repair" the software via the
'Add or Remove Programs' in the Control Panel (at least if you are
using WinXP).
For your clipping issue: clippings come in, I believe, as
'pictures' and cannot be erased in part. You might try an alternate
method of bringing in content from other sources: 'copy and paste'.
This will bring in text as text, not a picture. You can then edit the
same way as you would in a wordprocessor. (Note: if you 'copy and
paste' a picture, it still comes in a a picture, of course, and cannot
be edited this way.)
Hopefully, someone more knowledgeable than I will correct/supplement
the above.
