Moving sections and then they revert back like never happened.

I have been having a problem with trying to move a section to a new location
and approx. 30 seconds later it bounces back to where I moved it from.
Frustrating. I have tried different ways of moving them and creating New
Section Groups without much luck. I also ran Office Diagnostics with no
luck. I did identified that in my file save location a massive amount of
system files were in that folder?? so I deleted them but still seem to have
quirks along this line. Today I uninstalled and reinstalled and seems to be
a bit better but still had symptoms. It seems to be just happening in this
particular section group but I had a similar problem a few months back but I
just stopped using that section. I've looked all over but can't seem to find
anybody who has had this problem that I see. Am I the only one? Any
suggestions out there? Thanks.
