All of a sudden, ;the pen selection tool in onenote is greyed out. I can
still ink and change colors with the color selector and even change the line
weight, but I can't select pens. I've done some searching and this is not a
wholly unique problem but I haven't found a solution that works for me yet.

So far I have:
1). Uninstalled and reinstalled onenote (w/reboot in between, I could
uninstall office all together but I' am trying to avoid that)
2) done a copy and register of several .dlls; inkdiv, inkobj, tpcps, and
rtscom.

I haven't done anything to my machine that explains this. No updates not
installs of anything. This feature just crapped out.

This just happen to me also. My system is as follows.

Windows 7 Ultimate
Office 2010 TP
HP 2710p Tablet PC

All of the pens under the Draw tab in OneNote 2010 TP greyed out. I can
still write in black; however I can not change color or thickness. This seems
to have randomly occurred as my last update was almost a week ago on the Nov
4. I tried uninstalling and then reinstalling office 2010 TP; however, the
pens are stilled greyed out. Does anybody know how to fix this problem.
Thanks.

I'm having the exact same problem.
Running Windows 7 Home Premium x64
Office Onenote 2007
I updated to windows 7 the day it came out but the issue only started
today. I've tried repairing and running the diagnostic check and looked
at other sites but no one seems to have found a solution.

I just wanted everyone to know that the new beta version of Office 2010 did
not fix the greyed out pens problem under the Draw menu of OneNote. All of
the pens under the Draw tab in OneNote 2010 Beta are stilled greyed out
immediately after a fresh installation of office. I can
still write in black; however I can not change color or thickness. Any help
with this would be greatly appreciated.
Thanks.

This sounds really strange.
There seems to be something seriously wrong with your system.

How does inking work in other Office apps?

Word, Excel, Powerpoint
- allow inking
- can change color, line thickness, and use highlighter
- pens are NOT greyed out
- eraser is NOT recognized when pen is flipped around
- must tap eraser button under the drawing toolbar to get an eraser,
then I must tap the pen button after wards to get my pen back

OneNote
- can only ink in thin black pen
- pens are all greyed out
- color and thickness button is active but when used it does not actually
change the pen color or thickness
- eraser is recognized and works fine when pen is flipped around

System
Office 2010 Beta x64
Windows 7 x64
HP Tablet 2710p

Driver's that are unavailable or not working properly on my computer:
1) Base System Device
2) Fingerprint Sensor
3) PCI serial port
4) PCI Simple Communications Controller
5) Photosmart C7200 series

All these devices are listed under the "Other Devices" tab within my Device
Manager.

I think this is everything. Let me know if you need to know something else
about my system.

I had this problem too but noticed the keys I hit as the pen tools greyed out. The keys were Windows Key + V. Once I hit these again I was able to use the pen tools

Yes, at times it's just the really odd things!!

Seems that I just have not been bitten by this bug as for more than two
decades I have always been using "Shift+Ins" for pasting.
I know that "Ctrl+V" works for pasting <bg> but never used it. No idea
why.
"Ctrl+C & Shift+Ins" as as a sequence over the years "sank beneath my
wisdom like a stone"[1], so even Papa Freud would have a hard time to
find out why <gbg>

And: there is no "Ctrl+V" when using the *pen* on my beloved HP/COMPAQ
tc1100 <gbg>

It is because (probably) your document is protected. Remove the protections and it should work!
