When I create a horizontal line in MS Office 2007 and try to extend it, it
will not stay horizontal and I can get it back to be horizontal.
What do I need to do?

I'm not sure, I understand you, but to get a real horizontal line, which
is easy to extend, hold down the shift key. It works in OneNote and in
Word.
