There are several ways, mainly:
a) "Insert | Picture | From File"
Navigate to place the clip-art file is stored.
b) From the Windows Explorer drag+drop the file into ON.
c) Print the file using the "Send to OneNote" printer.
d) Open the file in a tool for managing pictures, copy+paste it into ON
