I am trying my hand at creating templates in OneNote, and I am trying to fill
specific rows with color to make it easier to read the table. Can I do this?
If so, how?

Many thanks, in advance.

Do you mean background color of the cells or the text color?

The background color of cells in a table cannot be changed. They will
always be transparent.

Text and paragraphs within cells can have color and font properties applied
to them (just like any text not in a table). That formatted text will be
retained if you save the page as a Template.

This works for me on the PC but not on the MAC:
Right click on the cell you want to fill then select table then Shading.
