ShortCutBar won't start

Does really nobody have any idea about that problem?

Maybe I'm in the wrong NG?

Configuration:
NT4 WS SP6 engl.
Office 2000 Prof. engl.
Multilingual Package german, french, spanish

With selected language "english" OSB works as usual. Switching to the other
languages the OSB won't start.

I already searched in the KB of MS and dejanews. I tried different switches
with the osa9.exe. Deinstalling the Shortcut Function and installing again
also didn't help.
I also did a complete reinstall of the whole Office Package.

Are there any suggestions?
