Microsoft Office Shortcut Bar

I am running the Microsoft Office Shortcut Bar at the top of my screen
(Win98). I have set the options on the bar so that it will always be on top
of open programs. The problem is that when I activate my screen saver
(which is password protected), the programs cover up the bar. I can
minimize the programs and see the bar on the desktop, but it will no longer
stay on top. I have to shut down the shortcut bar and re-start it. I do
not have this problem if I leave the password off the screen saver.
Unfortunately, we are required at work to have a password on the screen
saver. Any suggestions on how to correct this problem?
