Works 9 is not and never has been an upgrade qualifier for Office 2003. The
only products that qualify for your Office 2003 upgrade is a version of
office 97, 2000, or XP. You will need to find out what program on your old
computer was the qualifier for Office 2003 that had been installed there.

Office 2007 upgrade will take Works 9 as a qualifier using the fix that DL
posted but you don't have Office 2007.
