You need to post your question in the IE newsgroup. (Personally I've never
heard that but I don't have children so it's not something I'd bother with.)

For Windows XP, you can turn on Parental ratings and disable non-password
access to all content.

For Vista, take a look at the built-in Parental Controls feature.
