Recent files lists not available

The 'Recent files' lists are missing from the bottom of the Files menu in my
Office programs, and when I go to Tools Options general to turn them on, the
checkbox option is greyed out and unavailable. Also, the 'Documents' list in
the Windows Start menu remains empty, no matter how many documents I open.
Anyone know what's going on?

I'm assuming this is in the 2002 series apps in MS Office XP?
