No, but there is a free program that can here:
www.getpaint.net
Look in the Adjustments Menu.

don't want to spend money on something like Photoshop Elements. It's not
a bad simple photo editor either, especially for resizing etc.

To create a Sepia Tone, from the Color Enhancement menu, Change the Amount
to 100, the Hue to 25 and the Saturation to -70.
