Japanese Input Method Editor (IME) for Windows XP/Office 2000

Hello, I have tried to install and activate the Japanese
IME with Windows XP so I can type in Japanese in Word
2000 and Outlook Express. I have done the following (as
explained at microsoft.com):

"To install another language and keyboard layout in
Windows XP, follow these steps:
1.In the Windows XP standard Start menu, click Start, and
then click Control Panel.

In the Windows XP classic Start menu, click Start, click
Settings, and then click Control Panel.
2.Double-click Regional and Language Options.
3.Click the Languages tab, and then click Details
under "Text Services and Input Languages".
4.Click Add under "Installed Services", and then click
the language you want to add and the keyboard layout you
want to use for that language.
5.To configure the settings for the Language bar, click
Language Bar under "Preferences"."

But I am still unable to type in Japanese after doing
this. I press Alt-shift, switch the language bar from
English to Japanese and still nothing.

I would be grateful if anybody could help me with this.

(I asked protonic.com and they were unable to help).

At Step 3, did you check the box "Install files for East Asian languages"?
