That file is on my Win95 (V4:00.950) installation CD disk.
Unfortunately it's not the version you need, however the version on
your CD disk may be the one you want. Try this, extract a copy of
spoolss.dll from your installation CD disk to the
C:\windows\temp folder. There you can determine which version it is.
If it's the one you want you can move it to the folder it belongs in.

To extract the file:
Put the Win95 installation CD disk in the drive
Open Run in the Start menu
In the Run Open box type
EXTRACT /A /Y D:\WIN95\WIN95_03.CAB SPOOLSS.DLL /L C:\WINDOWS\TEMP
Click OK
Notes:
The command can be typed in lower case letters I used CAPS for
clarity.
If your CD drive is named something other than D change D:\ as needed.
There are single spaces between /A and /Y, /Y and D:\, .DLL and /L, /L
and C:\
