You may have to set the scanner that it uses.
I had a similar problem in photoshop.
To scan, you go to file>import>WIA support
Then a 'wizard' pops up and asks to set your file location where the scan is to be saved.
You click start and it asks which device do you want to use.
In my case, it is the Samsung Universal Scan driver.
However, I was just clicking OK and I was getting your same error:
"An error occurred while setting scanner properties. If another program is
scanning, please wait for it to complete and try again."
What I needed to do was press the 'properties' button, select the 'scanner' tab and then choose my printer.
Now it works
