is there a freeware program that lets you make and edit pdf files?

In MSOffice or OpenOffice, the PDF Creator is a specified driver included in the application.  You might have to go on a hunting expedition to find out just where this driver got installed, but if you go to File>Print, it should show up as a printer option.
