Running on Vista and Office 2007 I would like to disable the "Telephone
Number" smart tag in Word but have it enabled for Outlook 2007.

If I open Word -> Word Options | Add-Ins | Manage: "Smart Tags", Go |

and deselect "Telephone Number (Smart tag lists)

the "Telephone Number" smart tag in Outlook the on the next start up of
Outlook will also be deselected in Outlooks Smart Tag Recognizers list.

The same thing occurs when the smart tag is delected in Outlook, it will
also be deselected in Word.

Is there a way I can enable the "Telephone Number" smart tag in Outlook but
not have it enabled in Word?

I don't think so. But you might have better luck asking this in an Outlook
newsgroup. I know the Outlook folks have delved into the "logic" involved with
SmartTags+Word+Outlook, but I don't remember any details of the discussions I
saw.
