It seems that only .net 1.1 caspol works. How to fix the security with
only .net 2.0 or above environment?
I have also tried to add strong name to my smart tag dll, but it still
fails without install .net 1.1 framework.
Once .net 1.1 framework installed, smart tags works very well.
Can anyone help me on this? Thanks in advance.

Open "Add Reference" menu in your SmartTag Project. Select ".NET" tab. Find
"Microsoft.Office.****". As you can see "Runtime" is 1.1.4322 for ALL Office
items. All office interop libraries intended for framework 1.1.
