How can I get or order Common Speller API description?

I would like to implement spellchecker engine for the Belarusian (my native)
language. Unfortunately all what I learned from on-line MSDN is that
"Microsoft has made the CSAPI specification available".

I investigated thoroughly the Article: OFF: Getting Support for Microsoft
Office Solutions (Q234322). But I found telephone numbers only. I can't
believe that Microsoft support team doesn't use e-mail.

Could anyone advise me in which way I can get CSAPI specification?

I also have been having trouble finding anyone at Microsoft support with any knowledge of the CSAPI. If you find out anything, please let me know as well.
