Is it possible to re-encode a previously encoded file?

Currently, I encode a live source to an .asf at 128K.

I'd like to have that same file encoded at 9.6K as well.
When trying to use the encoder and specifying my 128K previously
encoded file as a source - it's saying 'no go'.

Would I need two encoders in this scenario?
