YES!!!
I have accessed my MSN account for MANY years using OEx. To the original MSN
account, I (later) added hotmail and gmail accounts (spam; long story...),
but my MSN account has always been the primary. Email always worked fine in
all accounts, in OEx or using the IEx browser.
Couple weeks ago, *me*@msn.com got dropped from OEx. I found that
*me*@msn.com was still easily accessed using IEx or FFx. But not at all via
OEx. As I've explained before, I tried many communications, reinstallation,
and several computers -- no can do!
I checked my bills from/to MS -- yes, they've never changed and always been
paid:

client.', Port: 0, Secure(SSL): No, Server Error: 1203, Error Number:
0x800CCCF7
The problem, I think, is exactly what you mentioned -- "Premium" customer,
or not. I pay Microsoft the exact same amount of money every month for the
past couple years -- $10/month -- for our two accounts. Nothing different;
billing, payment, and access. Has MS changed something lately -- changed the
definition of "Premium", called for more money in order to access via OEx?
Strange thing -- if MS wants people to switch from XP to Vista, which does
not have OEx, then is this part of that "switch or else" logic?

If this behavior persists in a new OE identity (File > Identities > Add new
identity), methinks you'll need to contact MSN Premium Support to get this
