Try opening Internet Explorer and going to Tools/Internet Options/Connection tab
and check "Never dial a connection"

To clarify. It holds as long as I'm off line even if I reboot. It resets on
its own when I go on line.

That's odd. I don't have access to the MSN Connection Center software as I don't
use a dial-up MSN account, but perhaps there is a similar setting within the
options for the MSN Connection Center. Since it reset when you go online, I
assume you are going online with MSN, hence the thought that there may be an
option within that to configure.

SOLVED:
Your answer gave me enough of a clue to solve the problem.
My box is using MSN Explorer and Firefox, neither of which appear to have a
Tools/Options/Connection control as does IE.
However, on this Vista Home machine, I was able to access it from Control
Panel/Internet Options/Connections Tab/"Never Dial A Connection" radio
button. I've powered the machine up and down a couple times to test the
result and consistency, and it appears to be fine now.
I'm sure my brain cells will remain intact for several additional years from
your kind assist. Many thanks.

Glad you resolved it, but even if you do not use IE, opening IE would have
allowed you to get to the Tools/Internet Options panel that you arrived at by
going through Control Panel. :-) There are a few ways to access the same
settings.
