Unfortunately the MSMQ log files that would show why the service can't start
are in binary and you would need to raise a support case with Microsoft to
get them analysed.
You may find the answer by monitoring file and registry access to see if the
MSMQ service has insufficient privileges or something is missing.

useful here.
