It is possible to read the contents of this file using a Microsoft internal
support tool, but I don't think it has any value for anyone except a support
professional analyzing a transaction related problem.
If you feel you need to have such tool, please contact Microsoft support.

I dont think we ever shut this off or we have a lot of errors. I was
peeping around today
and found the MSMQ.log file was 1,208,763 MB big!!!! So it appears to have
stopped logging
because it hasnt been accessed in about 6 months but I called support about
a year ago or so!
I am going to remove it unless someone thinks the data contained here is
usefull or if this will cause problems.
Is there a formal way to stop the logging? (although it may have already
stopped)

MSMQ.log and QMLOG are totally different beasts. MSMQ.log is indeed a text
logging file that logs MSMQ actions at different levels (error, warning,
info...) and can be used by MSFT support to pin-point a problem.
You can delete this file whenever you want. It will have no effect on MSMQ's
operation.
To stop farther logging to this file, delete the following registry values
or set them to 0:
Under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\Parameters\Debug
LoggingTypes, DSLogging, QMLogging, RTLogging
(Note: not all of these necessarily exist in your computer).
