I have read this page (the URL maybe separated to multiple lines):

But still don't understand what "citizinship mindset" is.

As i understand, it's about supporting the system in many ways for
different people from many different perspectives.

For example, if you are trying to add a new feature to the system, you
should provide all necessary information to help the targeted people
"Developers, Tester, Blah Blah" to do thier job effectively.
