Is it about Agile or VSTS?

Hi,
I'm really wondering if the MSF Agile is for the "real" Agile or
"Marketing" VSTS, All information and examples are realted to the VSTS
before Agile.
The Process Guidance of MSF Agile is a glossary rather than a guidance,
All information are scattered aside, the phases of the development are
vague to implement.
Is there any serious start with MSF Agile without relying on VSTS
express services?
