Here's one way in an html file:

<

body>
<
form NAME="bkgs">
<
p><embed NAME="bksnd" src="../audio/mctot.mid" Hidden="True" width="128" height="128"></p>
<
/form>
<
p>

Your routine where the agent(s) speak:

Routine Sub
Merlin.Speak "\Mrk=1\ We will start by paying our respect to the symbol of freedom."

End Sub

Sub AgentControl_Bookmark(ByVal mark)
on error resume next
select case mark
    case 1
    document.bkgs.bksnd.run()
 End Select

End Sub

Hope this helps

Agent doesn't have an explicit support for playing .WAV files except as
spoken output. You have to rely on the programming language you are using.

To get the character to speak a .WAV file, you use the Speak method and
instead of including text as the first parameter, add a comma and the quoted
string of the path for the wav file. This is documented under the Speak
method. If you are trying this in a web scenario and you are using the .ACF
version of the character, you will need to use the Get method to retrieve
the file before you use it.
