On the desktop computer, I get a message that the key is valid and that the
software is activated. However, when I restart Money, I am told that I must
activate within 60 days.
I e-mail MS each time this happens. Each time, they respond with the same
instructions. I can't seem to get it across that the instructions do not
work.
Does anyone have any ideas as how I can get the program activated?

I know that sounds unlikely, but I've recently had a problem
activating Office on Win 7 - each time it launched I was asked to
activate. I've installed 12 PCs since Win 7 hit mainstream, and many
more under MSDN, and I've only had this on one single PC.

OK. I would create a different administrative user. Copy the
sample.mny file to the Documents folder of that user. Open Money by
opening that file, and try activating as that user.

Cal:
I created a new admin user account as you suggested and opened the Sample
file. Worked perfectly. Properties shows expiration date for Money as
11/10/2011 with no option to activate. I then opened my Money file and it
worked.
I logged back on under my user account and it again says that Money must be
activated. I then suspected DEP. It was turned for all files except Money. I
turned DEP off for all files but no joy.

opened Money. It opened without saying it had to be activated but would not
open the file, saying that the User Name or Password was incorrect.
Can either of you suggest a way that I can continue running Money under my
standard user account without having to create another account. I have my
account heavily customized and I don't want to go through all that again.

Yes. First, In Internet Explorer delete your browser temporary files
within IE8,Tools->InternetOptions->Delete Select boxes, Delete.
Now that is probably not going to solve it, but it is easy and seems
worth a try. What will more likely help is to set some or all of the
IE8 settings back to defaults.
Try disabling all IE 8 add-ons with Tools->ManageAd-ons. One of
those might be the cause. Right-click the ad-on.
Tools->InternetOptions->Advanced->Reset. That may be a little more
extreme than you need, but still, it is not that big of a deal. You
might want to compare settings between IE8 in that working user vs
the ones in the problem user.

If your regular account has admin privileges, you can set Money to always be
run as administrator.
