Encryption Key Backup or Restore Wizard failed

I have installaed my RMS (System Center Operation Manager 2007 wSP1).
RMS: Windows Server 2008 Standard x64
SQL: another server on Windows Server 2003 R2 x64 Sp2 and SQL Server 2005
SP3 x64

At the end of the setup the Encryption Key Backup or Restore Wizard didn't
start.
I have launched the Wizard manually but at the end the wizard failed with
the following error:
"Encryption Key Backup Failed
Requested registry access is not allowed."

Ideas?

Have you started the wizard as administrator?

No. I have not used "Run As Administrator".

then please try it, as it is a acess is not allowed problem.
